I’m doing my taxes for 2018 , do I use TurboTax 2018 or TurboTax 2019 since it is 2019?

You use the 2018 program.  You use the same year you are filing for.  The 2019 program won't even come out until Nov 2019.

2018 is the current year we are filing.  You can use the Online version until Oct 15 here, https://turbotax.intuit.com/personal-taxes/online/
