I'm doing my tax return and my child credit is being reduced for our joint income being over $110,000. Didnt a bill get passed that raised this to $400,000?

Yes, the income limitation for the child tax credit has been increased for tax years after December 31, 2017. In other words, it is effective for tax year 2018 but you are currently preparing your 2017 tax returns.
