I'm claimed as a dependent but this past December mom went on medicaid and I went on my own health insurance. Do I have to fill out my health insurance part in turbo tax?

No. If you are claimed on someone else's tax return, check that someone else can claim you. You'll see that in the Personal Info section. Then you won't have to answer any of the Health Insurance questions.
