I'm choosing to pay with my tax return, and the charges show up twice 34.99 and another 34.99 why?

The additional $34.99 is for the "refund processing service" required to pay fees out of your refund. To avoid the additional charge, pay the first $34.99 with a credit or debit card before filing.
