I'm a new immigrant arrived on 1st feb 2016. i did not had health insurance form 1.st of feb. to 30 of may 2016, did i need to pay the penalty for those 4 month?

Not being sure of you immigration status, please use the IRS interactive questionnaire, Am I Required To Make An Individual Shared Responsibility Payment, to determine if you are exempt from paying the penalty.  It is also important to note that if you state that you did not have insurance for a part of the year, Turbo Tax will search for exemptions for you, so make sure to answer the questions as prompted.  You can also bypass the Health Insurance question all together and you will still be able to e-file.  If the IRS request confirmation you can send a letter along with your date of entry to the US to explain why you did not have insurance.
