I'm a dual citizen TR/USA and I work at TR and pay taxes to TR government. Can I request foreign tax credit refund from USA government?

I've been working in Turkey since 2011 and I filed for my USA taxes every year. Since I pay more taxes to the TR government there is always a $2k or so difference between what I qualify to pay for the USA government. So that reduces my tax obligation to USA government to zero. But what about the 2k difference? Can I ask the USA government for that difference?

Example:

Paid tax to TR government off of earned income $2500

USA tax obligation $500

Difference $2000-can I ask for this when I file for my taxes?

If so can I go back and ask for the difference for a couple of years? Is there a yearly limit?
