did you  use this account to e-file or prepare last year?

If so, don't clear and start over.

start a new account and start from scratch . See what happens.

Report back of it e-Files.

did you file 2018 after 10/15/19?  then use 0 (zero) if you amended use amount per original return

I doubt starting over will help because when you transfer the data from the 2018 return the AGI will be the same provided you are in the same account used for 2018.

you can go to the IRS website to get a transcript of 2018 which will show the AGI the IRS has.

if everything fails your only option is to paper file which will delay your refund.
