An amended return would not be rejected because an amended return cannot be e-filed. An amended return must be printed, signed and mailed. That is the ONLY way to submit a Form 1040X--which is the form used to amend a tax return.
The only way to file an amended tax return is to prepare a 1040X and print, sign. and mail it. If you did something else, like try to e-file a change, the changes were NOT TRANSMITTED.
You can amend a tax return after it has been fully processed and you have received your refund. You must work from your return exactly as it was when you first filed it. If you changed anything, change it back to the way it was when you originally filed it, before you follow the steps to amend. Follow the TT instructions to amend a tax return:

It will take about 3-4 months for the IRS to process an amended return.
A federal amended tax return can only be printed, signed, dated and mailed to the IRS. Federal amended tax returns can Never be e-filed. If you attempted to e-file the tax return that you changed from the original it will be rejected by the IRS since the original tax return has already been received.
Remove all changes you made to the original tax return.
Wait for the tax refund to be received from the original tax return or the taxes owed and paid to be processed by the IRS before starting the amend procedure.

They use to accept amendment tax return online... I did it before... which was about 5 years ago because I forgot to add my school tax but I do it as I get it but anyways my question is above...
Sorry you have never been able to efile an Amended return with Turbo Tax. Except for New York. Maybe you used another company?
Or maybe your original return was rejected and you added the school tax and efiled the original return again.
Huh? you probably did not read what I said.. I have efiled with them before when they did accept online instead of mailing it.. They must have stopped accepting.. It was accepted and I got my return within a week.. But printing it will be ok and will mail monday
Of course I read your posts. You are talking about Efiling an Amended return? No, never can efile those with Turbo Tax. You must be remembering it wrong. And the IRS takes 16 weeks to process an amended return. You must have filed an original return.
Or you mean something else besides filing a 1040X Amended return?

@grummsports You are confused about what you did with that past return. It could not have been a Form 1040X that you e-filed and got a refund for within a week. Perhaps you are incorrectly using the term "amended" for a return that you had not filed yet, and simply made corrections to before e-filing. "Amending" is a special process that you only use to make corrections to a return that has already been fully processed and needs a mistake fixed. Amended returns have to be mailed, and it takes 3-4 months for the IRS to process them. And then the refund can only be in the form of a check that is mailed to you.
If you need to amend your 2018 return, make sure that first it is looking exactly like it was when it was originally filed. If you made any changes -- change it back to exactly the original. You have to work from the return exactly the way it was filed before you click on "amend" and start changing anything. AND--save the original as a pdf. If you do not do that, the original will be lost when you amend it.

I forgot to add a 1099 for a Roth that I rolled over. There is no impact on taxes. Your software specifically says that you can now efile an amendment and yet it has been rejected twice. Your response is that you cannot efile an amendment. It is incredibly frustrating to be told the wrong thing by "your expert software".
@Frustrated1964 @grummsports It is true that you can e-file an amended return in TurboTax, but that is new for 2020. You could not have done it previously, at least not for the last eight years I have worked here, to the best that I can recall.
When you log into your amended return in TurboTax, you should see a notice instructing you as to how to proceed to correct your rejected return. If not, you can contact support and they can look up the notes on it that may indicate what is wrong with the return.
