I just received email that my extension was rejected. It is 12:40CTS how am I able to revise extension?

According to the TurboTax FAQ below, regarding your extension request:  "In the unlikely event of a rejection, you have until April 20, 2019 to either re-submit or mail your extension request."

f you efiled your return on time, but it was rejected after the tax deadline, your return will still be considered on time if you correct it and efile again within 5 business days. If you decide to print your return and mail it to the IRS, you have 10 days to do this in order for the return to be on time.
