I just e-files my 2018 taxes. However I owe taxes from 2017, will my outstanding balance automatically be held from my tax refund this year?

Yes it will. If you owe back taxes the IRS will seize your refund up to the amount owed including any penalties and interest. If there is anything left over, they will issue the rest to you. They will send you a letter explaining what was done.
