Yes, but TurboTax Free Edition is free as long as you file a 1040EZ (or 1040A with the standard deduction) and don't select any add-ons or upgrades.
The version of TurboTax you need to use is determined by the information/answers you have entered into your return. It may be that one of the forms you need to file is required in a higher version of TurboTax vs. the Free Edition.
If you don't need a higher version, you can clear and start over to remove the upgraded version as long as you have not already registered for TurboTax Free Edition:
