That depends on whether you use online or the CD/download and on what version you use.

When you use desktop software, there is an additional fee to e-file a state return.  You can avoid that fee if you print, sign and mail the state return.  The state e-file fee is $19.99 and increases in March.

Reporting unemployment compensation requires entry on a Form 1040 Schedule 1.  The Free online edition does not support Schedule 1.

You would need the TurboTax Deluxe online edition to report the unemployment compensation.  The Deluxe online edition is currently $39.  If a state tax return is also required the state program used with the Deluxe edition is an additional $39.
