I haven’t work this year(2017) but I filed last year(2016). I have a daughter now that was born this year on October 25th. Can I still file for this year?

If you have no income of any kind to report on a tax return then there is no reason to file a tax return, with or without a dependent.  You are not eligible for any tax credits without having some earned income.
