I have to pay CA, and chose to pay them April 18. I have not received my Federal return. Is this because I have not paid my state taxes?

I have to pay CA, and chose to pay them April 18. I have not received my Federal return. Is this because I have not paid my state taxes?

One should not have anything to do with the other. These are completely separate taxing authorities.
