I have to file my federal taxes by mail but still want to e-file my state taxes but I am trapped in an endless loop on step 3.

The file by mail option for my state is gray so I can't even select that and mail both.

Sorry not possible. You can not efile state if you are mailing federal or before efiling federal. If you want to file state first you have to print and mail state. Don't know why you are stuck in a loop. Do you need to pay any fees?
