I have to file my federal tax by mail, and my state tax by e-file. I am now stuck in a loop where it is telling me my federal tax return needs fixing.

You cannot e-file a state return unless you e-filed your federal return and it is accepted.  If you are mailing your federal return, then your state return also must be mailed.

I have a similar problem but in reverse:  Fed e-filed, state had to be mailed. turbotax still charged me for the state e-file even though it wouldn't allow it.

If you used online software the fee is still the same whether you e-file or mail it.

Yes, I have now seen that.  I don't think it was stated prominently though.
