I have received a 1099 misc and have the deluxe version, do i need to switch from deluxe to home and business ,and if so will it let me deduct for house and car ?

It depends. If you are using the online version of TurboTax Deluxe, you would be able to report just the income from the 1099-misc. The program will also ask you if you have any expenses and suggest you upgrade to Self-Employed. If you use the desktop version of Deluxe, you can input the income and expenses. 

You do not need to use two separate TurboTax products to report the 1099-misc and your house and car deductions. Both the Deluxe product (desktop version) and the Home & Business product handle personal and self-employed.
