I have not been filing 1098t's for the past 3 years. This year was the first year I even knew it was a thing. What can I do to claim the past 3 years?

You can amend your prior year returns to report your 1098-T forms.

The TurboTax FAQ "How to amend (change or correct) a return you already filed" below gives details on how you can file amended returns for prior years.  Please note the "Keep in mind" paragraph in the FAQ.

Also I’d like to add this is my first year using turbo tax. Can I still amend from previous years using turbo tax

You can... but, since you didn't use TurboTax to create the original returns, it'd be a process.  You'd need to buy the prior year TurboTax Desktop programs, then recreate your original returns exactly as you filed them, and then, you'd need to tell TT that you want to print and mail each return, and then print them out so that TT "thinks" you filed them.  And then you can create amended returns.  Here's the link for the prior year software:  <a rel="nofollow" target="_blank" href="https://turbotax.intuit.com/personal-taxes/past-years-products/">https://turbotax.intuit.com/persona...>.
