You cannot start a new 2019 return online because you missed the October 15 deadline. Now the only way to start a new 2019 return is to use downloaded/installed desktop software. You can purchase the 2019 software from TurboTax or you can explore getting it from various retailers such as Amazon, Best Buy, Costco, Walmart, Sam's, etc. etc. The CD/download must be installed on a full PC or Mac--not to a mobile device.
