You do not get back all the Federal or State taxes withheld, just the amount (if any) that is in excess of taxes owed.

taken out for what? why isn't it where? (specific W-2 boxes would be helpful).

Withheld monies from your paychecks are in boxes 2, 4 and 6 of your W-2. The amounts in boxes 4 and 6 are never refunded.
