I have followed the steps listed under "A secure connection is necessary to keep your information safe." I disabled Kaspersky but still am unable to efile my tax return.

Please go to : Kaspersky > Settings > Additional > Network > Encrypted connections scanning > ...

Change the Encrypted Connections Scanning option to "Do Not Scan encrypted connections". Then it will transmit.
