I have dividends from a credit union that totaled under $10 and did not get a 1099. Do I need to claim?

Unfortunately, the IRS requires you to  report  all your income  on your income tax return. You can still enter the information in the 1099-DIV interview, just as if you had received one. For dividend income less than $10, the effect on your taxes would be negligible (if any effect at all),

Since the credit union did not issue a Form 1099-INT, the IRS won't identify the income as missing from your return.
