I have claimed my fiance in the past but this year it is saying i can't because she is older than me? is this a new thing if not why have i been able to before?

Somehow you got in the wrong section of the interview for dependents.  Delete her and start over.  

If she is not related to you and you are not married, you can claim her as a dependent if she has less than $4050 of taxable income this year, and you paid more than half her living expenses, and you lived together for the entire year.
