I have bought TurboTax for tax year 2018, on CD, but cannot access the Forms! Using a Macintosh Macbook air with OS10.13.6.

I am using a Macbook Air 2012 with OS10.13.6.

You appear to be using the TTax On-Line version, which DOES NOT provide access to Forms Mode. Forms Mode is only available with the TTax Desktop version which you install on your computer via a CD or download of the program.
