I have an airline miles credit card (Chase) that gives a link to use for $10 cash back but its not showing up when payment is due. Ideas?

You must log into TurboTax using the special link provided.  The discount does not come from Turbotax, you will pay full price (or whatever the price is today).  Chase will put a credit on your statement after the transaction settles, they usually say something like within 3 or 7 days, but you have to check the terms of the Chase offer.
