I have already submitted my Federal Tax...I have come back to file State tax..Can I? If so, How much will it cost? I owe nothing in State tax...do I have to file at all?

You can e-file your state return after your federal return has been accepted.

If you have the online version there is no charge to e-file your state return.

Yes, you should go ahead and file your state return.
