I have a small business and want to add my expenses manually without paying for premium. Can I do that? I keep going in circles trying to add expenses.

No, however you can switch to TurboTax Desktop or move up to TurboTax Online Premium. TurboTax Online Deluxe  is not made for handling a small business. You can see which is the least expensive and then decide.  TurboTax will automatically ask about moving to TurboTax Online Premium
