I have a refund from my Federal returns. I also have a state tax balance due. Does that balance get reduced from my Federal returns in order to pay the State balance?

No. The federal government and the several states operate co-operating but parallel tax systems. They share information, but each conducts its own administration, processing, and collection systems. If you are owed a federal refund, it will be paid to you by the US Treasury. If you own taxes to your state, you are responsible for paying those taxes by the due date.

If you are owed a federal refund, it will be paid to you by the US Treasury. If you own taxes to your state, you are responsible for paying those taxes by the due date.
