I have a refund from my Federal returns. I also have a state tax balance due. Does that balance get reduced from my Federal returns in order to pay the State balance?

I have a refund from my Federal returns. I also have a state tax balance due. Does that balance get reduced from my Federal returns in order to pay the State balance?
No. The federal government and the several states operate co-operating but parallel tax systems. They share information, but each conducts its own administration, processing, and collection systems. If you are owed a federal refund, it will be paid to you by the US Treasury. If you own taxes to your state, you are responsible for paying those taxes by the due date.
