If you did not live or work in California in 2021 or have California state income taxes withheld from the pension payment then there is no reason to file a California tax return.

No, if you are a non-resident of CA, you do not need to file a return to report your pension.

Thank SCOTUS. it ruled that a state can not tax pensions it pays to nonresidents even if the pensions were earned while the taxpayer was a resident.
