I would say probably. Installment agreements are offered based on your ability to pay and the amount you owe. Money later is better than money never.
I would be concerned about your finances that you owe large amounts in two different years, you need to get that in order as well. A professional accountant may be able to help you with your finances or business.
"A firm..." is offering to "help" for $1100. I would be cautious. Did you contact them or did they contact you? Advertising on the radio or late night TV? Do you have recommendations from people you know who have used their service? If you want professional help, I would start by talking to a local tax professional who is recommended by other local businesses. Probably an enrolled agent, who is someone licensed to practice before the IRS. (If NYS has a similar designation I don't know what it is called.) A professional can offer assistance with payment plans or with an offer-in-compromise to settle the debt for less than the total, but the tax agency may want to see that you are putting your house in order so you don't owe again in the future.
I would rather use a local, recommended professional, than someone you heard about on TV or the internet.
