I have a 4 year old daughter, and her father and I were never married, therefore I am her legal guardian. Is it possible for him to claim her or receive a tax refund from her if he didn't pay taxes/h

Without even ascertaining if he is eligible to claim her at all, if he had no taxable income and has no tax liability then there is nothing no credit so there would be nothing to refund.
