I have a 1095-B Form, my Coverage provider is Blue Cross Blue Shield of Kansas City. Is this considered a Marketplace plan?

No, this is not a Marketplace plan reported on 1095-B.  You don't need to enter this in your return.   

In the Health Insurance section, indicate either 'you were covered all year' or you can indicate the months you had coverage.
