I have 3 W-2's from my job. All three list different amounts for (18)"local wages, tips, etc.", (19)"Local Income tax", and only one lists an amount for (16)"State wages

How do I know which numbers to use?

You enter them all ....once you enter the first local tax there is he option to add another line.
