I have $28,000 in gambling winnings and $28,000 in gambling losses. I already deducted state taxes. Isn't the Federal portion a wash?

Maybe......but you have not told us your filing status.

Gambling winnings are taxable income.  Losses are an itemized deduction.  If you do not have enough itemized deductions to exceed your standard deduction, your losses will have no effect.

the winnings are reported as income while the losses only to the extent of winnings are an itemized deduction on schedule A.   a wash maybe, maybe not. the winnings increase your adjusted gross income which could affect other items on your return
