I had to pay money back towards a tax credit on my 1095 form for Health Insurance. If I amended my return and skipped over the Healthcare Question would I get money back?

No if you received the Advanced Premium Tax Credit and did not qualify for all of it you have to pay it back. You can skip over the health insurance to avoid the penalty only.
