I had to mail my federal return, but NY requires (1) e-filing, (2) only after the fed. return Now I can't e-file for NY because it says I printed and mailed it.

The NY law permits you to PRINT and MAIL your NY State return with no penalty if the tax preparation program you used does/can not e-file your Federal return.
