I had to fill out a 8962 form on line 24 and 25 the difference was 24 cents should i enter the amounts as the same?

You do not report cents on form 8962. All amounts have to be rounded to the nearest dollar, 0 to 49 cents rounded down, 50 cents and up rounded up.
