I had health insurance coverage for part of the year, and then I had a Hospital Income Policy for the rest of the year. Does this count as being covered all year?

No, it does not count as being covered all year. A Hospital Income Policy is not considered major medical coverage. This is a supplemental policy and is not a substitute for minimum essential coverage required by the Affordable Care Act.
