I got charge $39.99 twice. Is this for both state and federal deluxe turbotax rates?

That is correct. If you have not yet filed your tax return, to see what you are being charged for please follow the instructions in this link https://ttlc.intuit.com/replies/4202093

If you have already filed your tax return, open the File section and then proceed to the Review Your Order screen to see a breakdown of your charges.
