I got a letter from the irs saying i owe 602$ from the 2014 tax year. did i pay that fee with my tax refund this year? 456 seems a little low for how much i made

Normally, "letter audits" (that letter from the IRS) are handled independently of current year tax return processing. That is, whatever happens for your 2014 return is independent of your 2016 return.
Read the IRS letter carefully (especially whether or not you need to amend 2014 or just send the IRS a single corrected form, perhaps nothing at all other than a check). When you pay that $604 or supply with IRS with documentation on why your don't owe it, that will close the books on 2014 (if they accept your reason).
