I gifted $8000.00 tomy daughter in 2017. Is that deductible to me? AND does my daughter have to claim it on her taxes?

No and no.

However, if Daughter itemizes, she can record it as nontaxable income for purposes of the Sales Tax deduction.

No.  Gifts to individuals are not deductible.  Your daughter does not have to enter it on her tax return.  Gifts received are not taxable.
