I get this at the end of the state file, Employee Business Expense 01/31/2019 Cannot e-file How do I fix this? I've started over and it's still shows up.

Many of the states have not yet finalized their forms for TurboTax. Until the forms have been finalized and approved by TurboTax, those state returns cannot be e-filed. See the TurboTax FAQ below which outlines estimated availability of state tax forms.
