I fostered dogs through 2 different rescues this year. Are vet bills food etc deductable?

Yes, your costs for caring for the animals would be deductible as charitable contributions if the rescues are registered 501(c) (3) organizations eligible to receive contributions and they will provide a receipt to you for the amounts you spent.
