This normally has to do with places that should be left blank being filled in with a zero. You might have to just play with it to see what is causing that error. Maybe need to add zeroes or delete them.
Are the boxes in column B empty ? If so you must go to https://www.healthcare.gov/tax-tool/#/ Get your second lowest cost Silver plan (SLCSP) premiums to complete your income tax form 8962... use the tool to get the monthly amount to enter on the 1095-A screen. Column C should need the zeros once you fix column B.
