If you tried to efile the federal return and it was rejected, fix the rejection error and try to efile them both at the same time. If the fed efile cannot be corrected then you MUST mail in the state EVEN NY ... that is one of the efiling mandate exceptions.
For many states, they will not accept your e-filed return until "AFTER" the IRS has accepted the e-filed federal return. Check the status of your federal return at www.irs.gov/refunds. If accepted, and you still can't e-file the state return, then you need to provide more details on what the exact error is that you're getting.
