 I filed my state tax return and owed $64 but there never was a prompt for me to enter a debit/credit card to pay. The return was accepted by the state.  My state is Virginia.

Not all states have the option to pay that way. However, reading the website for VA taxes, it's really not all that clear to me if you can do it your way. I get the impression you can. But having only perused the page, it's not clear for me. However, to reduce late payment fees you can just go to <a rel="nofollow" target="_blank" href="https://tax.virginia.gov/payments">https://tax.virginia.gov/payments</a> and make your 2018 tax payment there.

First, make sure the state  E-File was accepted:

https://turbotax.intuit.com/tax-tools/efile-status-lookup/

Then, if Accepted, Get your tax file PDF and look the State "Electronic Filing Instructions"

IF...if, you arranged the payment with your e-file, those worksheets will look like the following picture.....check the date and account numbers too.
