I filed my 2019 turbo tax 7/15 thought it were sent electronic. I just checked it’s still sitting there saying download and mail. Is there a way to send it electronically

You can still e-file a 2019 return until October 15, 2020--so you can try again.  Paying the TurboTax fees does not file your return.  You have to go all the way through the FILE section and click a big orange button that says "Transmit my returns now."

Then watch your emails.

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

If it says Printed or Ready to Mail that means you have to print it out and mail it to the IRS yourself.  You can try to change it from Mail to Efile

Click on Add a State to let you back into your retun.
