I filed head of household. My son is 21, still lives with me, he worked. He made less than the $4xxx. He filed single. I claimed him as a dependent. I was rejected.

I claimed my son as an exemption and he claimed himself as an exemption. I was rejected.

To fix the situation, he will need to file an amended return to make the change that he is being claimed as a dependent.  Then, you will be able to file your return claiming him as a dependent.

In the meantime, you can remove him as a dependent on your return and move forward with filing if you wish.  Then, you can amend your return later to add him back as a dependent.

Sounds like he claimed himself...he needed to mark the box that he could be claimed as a dependent of someone else.
