I filed an extension for Federal, now I am trying to file my states but it is asking how I want to pay for Federal... I just want to file for state & pay but it won't let me get past this part

Yes you will need to pay for both federal and state fees first.  Then you can mail state.

You won't be able to e-file your state return without also e-filing your federal return. 

You can print and mail your state return, or also file an extension for your state return and e-file both returns at the same time.
