I file state taxes in NY. I use TT deluxe plus state. If I efile two federal returns for free, can I efile two state returns for free, as required by NYS?

When using desktop software there is no state e-file fee for returns e-filed to the state of NY. If you e-file a return to any other state, there is a $25 fee.
